City Center Guidelines

At the heart of our Downtown is our Village Center District- a vibrant, walkable area where community, commerce, and culture come together. Featuring a mix of local businesses, dining, entertainment, and public spaces, the district serves as a gathering place for residents and visitors alike.

Designed to encourage economic growth while preserving the charm and character of our city, the Village Center District supports small businesses, fosters community events, and provides an inviting environment for shopping, dining, and socializing. With pedestrian-friendly streets, community-oriented design, and a focus on sustainability, the district is both a hub of activity and a reflection of Lathrup Village’s commitment to quality of life.

Planning and Zoning

Incentives

The City of Lathrup Village has incentives in place for businesses and developers to spur development, redevelopment and modernization practices throughout the city's business district.

Workforce Housing PILOT Program

The City of Lathrup Village offers a Workforce Housing Payment In Lieu of Taxes (PILOT) program to support new construction or rehabilitation of housing that is affordable to households earning up to 120% of Area Median Income. Eligible projects may receive an exemption from all ad valorem property taxes and instead pay an annual service charge—negotiated with the City and generally not exceeding 10% of annual shelter rent—under a project-specific PILOT Resolution. To apply, developers must meet with City staff, submit a complete application and project details, and obtain City Council approval following a public hearing. Approved projects must record a restrictive covenant, comply with annual reporting requirements, and make yearly PILOT payments to the City Treasurer. PILOT agreements may be approved for up to 15 years, with optional extensions as allowed by Council.

Sign & Facade Improvements Grant Program

The City of Lathrup Village offers Sign and Façade Improvement Grants to support reinvestment in commercial properties and strengthen the overall appearance of the business corridor. These matching grants—made possible through federal funding programs—assist eligible property owners and tenants with improvements such as updated exterior signage, façade repairs, lighting upgrades, window and door replacements, and other storefront enhancements that contribute to a more attractive and pedestrian-friendly environment. Applicants must meet program eligibility requirements, submit design plans and cost estimates, and receive approval prior to beginning any work. Funding amounts and match ratios may vary by program year based on available federal allocations. These grants help reduce financial barriers for small businesses and encourage high-quality, lasting improvements to the city’s commercial districts.
